Bringing AI to the AG: Fortress for State Attorneys General

May 28, 2026

Green Fern

When Missouri’s attorney general took office in 2025, she inherited more than 120 pending public records requests, some several months old. Her predecessor faced the same problem on his arrival, inheriting 224 requests, a number that had at one point exceeded 400.

In Montana, an audit showed that high staff turnover in the state’s Department of Justice led to $21.9 million in accounting and transfer errors over three years. Auditors cited a lack of documented internal controls and the ongoing loss of experienced personnel – and institutional knowledge that walked out the door without any preservation.

In Guam, the attorney general told lawmakers his office needed at least 50 more attorneys to operate effectively – and as many as 96 to handle its lawful duties. Its current count: 30.

These are not isolated incidents. They are the predictable result of offices asked to do more than their current tools and staffing allow. State attorney general offices operate at the intersection of law enforcement, civil litigation, regulatory enforcement, consumer protection, and public service, handling work that spans criminal prosecution, multistate investigations, formal legal opinions, contract review, and public records, often simultaneously (and always under scrutiny).

The Project Fortress platform for attorneys general addresses these conditions directly, applying Big Law-developed technology to the specific context of the AG’s office, from case and investigation management to opinion drafting, e-discovery, and constituent communications.

How It Works

The Fortress platform for AG offices runs on Salesforce GovCloud, providing the security infrastructure state government requires: NIST 800-53 compliance, FedRAMP authorization, StateRAMP, and CJIS compliance.

The platform is organized around cases and matters as the unit of work. Attorneys, investigators, and administrators work from a central workspace that surfaces active cases, deadlines, assigned tasks, and collaborative workflows. Case workspaces come with built-in playbooks, tracking action items, deadlines, docket entries, motions, briefs, discovery, and strategy memos in one place.

Fortress connects to Microsoft Word, SharePoint, and email rather than replacing them. Staff continue working in familiar environments while Fortress organizes what those tools produce into a shared, searchable record. Office-specific configurations reflect the terminology and document types relevant to each practice area: consumer protection, criminal prosecution, regulatory enforcement, civil litigation, and more.

AI Tailored to the AG

Most AI tools function as standalone products. You copy text in, receive output, and start over the next time. The system has no knowledge of your prior work, your office’s legal positions, your drafting conventions, or the procedural history of a case.

Fortress AI operates inside live matter environments. When an attorney uses it to draft an opinion, the AI already has access to the relevant statutes, prior AG opinions, applicable case law, and the office’s own drafting standards; output is generated ready for use. When an investigator uses it to review documents, it draws on the full evidentiary record for that matter, generating structured timelines, relevance rankings, and investigation memos from tens of thousands of documents in hours rather than months.

Each matter adds to the record. Institutional knowledge stays in the platform rather than residing in individual attorney files or disappearing when experienced staff depart, directly addressing one of the most persistent vulnerabilities AG offices face.

How AGs Use Fortress

Fortress supports the full range of work that attorney general offices perform:

  • AG opinions and legal document drafting. A Microsoft Word integration gives attorneys AI assistance directly inside their drafting environment. The AI draws on state and federal research, prior AG opinions, and real-time citation validation to help draft opinions, motions, briefs, and legal memos, with precedent analysis built into the writing process, not conducted separately. Opinions that previously took weeks can be drafted in days.

  • e-Discovery and investigations. Quickly perform mass document review for investigations; the platform reviews tens of thousands of documents, identifies relevant correspondence, ranks by relevance, and auto-generates evidentiary timelines and investigation memos. Work that previously required months of attorney review time can be completed in hours, allowing small teams to handle investigations that would otherwise require significantly more headcount.

  • Case and matter management. Every case lives in a structured workspace with playbooks, deadlines, task assignments, and docket tracking. Leadership has real-time visibility across the entire office’s active investigations, pending opinions, contract reviews, and litigation, without the burden of manual reporting from multiple formats.

  • Public records and constituent communications. Incoming requests are routed, tracked, and managed within the platform. Email integration supports triage, templated responses, and communication tracking by matter, bringing structure to the kind of high-volume request management that has overwhelmed AG offices across the country.

  • Contract and regulatory review. High-volume contract and agreement review is supported by AI-assisted analysis, structured checklists, and workflow automation. allowing a small solicitor’s team to process significantly more requests without adding headcount.

How Fortress Helps AGs

The most direct benefit is capacity. AG offices are not understaffed because their work is unimportant; they are understaffed because the volume and complexity of that work has grown faster than budgets have. Fortress does not replace attorneys. It removes the time they currently spend on tasks the platform handles automatically: locating prior opinions, tracking request status, formatting documents, managing email chains across active matters.

For attorneys general and office leadership, Fortress provides visibility across the full scope of the office: every active case, every pending request, and every approaching deadline, all on a single dashboard. No more assembling status reports from disconnected systems or relying on individual attorneys to surface what leadership needs to know.

For administrators and operations staff, Fortress creates a single source of record for all office activity, searchable and accessible to any authorized team member. Institutional knowledge that currently walks out the door when experienced staff leave becomes a permanent resource captured in the platform as work occurs, not lost with turnover.

For IT and security leadership, the Salesforce GovCloud foundation provides a security posture that meets state government requirements without a custom security buildout. FedRAMP authorization, StateRAMP and CJIS compliance are built into the platform.

Advancing Justice

AG offices exist to enforce the law, protect the public, and serve as the legal backbone of state government. The operational demands of that work – managing hundreds of active matters across criminal, civil, regulatory, and advisory functions, often with lean teams and significant public accountability – are the means to that end, not the end itself.

When the operational infrastructure works well, attorneys can focus on the legal judgment, strategy, and advocacy that no platform can replace. When it doesn’t, public records requests age in queues, contract reviews fall behind, and experienced attorneys spend their time on work that should not require them.

Fortress is the infrastructure solution designed for the breadth of work AG offices perform, integrated with existing tools, and built on a security foundation that government institutions can trust.
