State legislatures are navigating an increasingly challenging operating environment. 

According to a survey of all 50 state budget offices, nearly half of all states expect declining or flat revenue, even as spending pressures from Medicaid, housing, education, and the ripple effects of federal policy changes continue to grow. Legislators, staff, and administrators work from a central workspace that surfaces active bills, committee assignments, constituent communications, research projects, and session deadlines. Fortress connects to Microsoft Word, SharePoint, and email rather than replacing them; staff continue working in familiar environments while Fortress organizes what those tools produce into a shared, searchable record.

State-specific configurations reflect the terminology, workflows, and document types relevant to each body. Custom knowledge bases can be built for legislative bylaws, chamber rules, committee resources, and bill materials – all accessible by any member of the team.

How Legislatures Use Fortress

Fortress supports four primary workflows for legislative offices:

  • Bill and amendment drafting. A Microsoft Word integration gives legislators and staff AI assistance directly inside their drafting environment. The AI drafts legislation and amendments in accordance with the state's specific statutory framework, drafting conventions, and formatting requirements )and reflects the legislator's own writing style and policy priorities). For legislators without a legal background, this means good ideas no longer stall at the drafting stage. Staff can produce initial working drafts in minutes rather than days.

  • Policy research. Fortress connects to state statutes, case law, court rules, and legislative history. Research workflows support precedent identification, statutory interpretation, fiscal impact analysis, and 50-state comparative policy analysis, all  from within the platform. A 2,000-page bill that previously required days of staff review can be analyzed in minutes. Research output connects directly to drafting workflows so analysis and citation are embedded in the writing process, not conducted separately.

  • Session and committee management. Bill tracking, committee assignments, staff task workflows, hearing preparation, and caucus coordination are managed from a single dashboard. The platform surfaces priority items and deadlines without requiring staff to check multiple systems, and provides leadership with real-time visibility across the full legislative calendar.

  • Constituent communications. Email integration supports constituent outreach campaigns, tracks communications by topic or constituent, and provides templates for common legislative correspondence. Staff spend less time managing inboxes and more time on substantive work.

How AI Operates Inside Fortress

Most AI tools function as standalone products. You copy text in, receive output, and start over the next time. The system has no knowledge of your prior work, your state's statutory framework, your drafting conventions, or the specific history of a bill moving through committee.

Fortress AI operates inside live legislative work environments. When a staff member uses it to draft an amendment, the AI already has access to the relevant bill text, prior versions, the state's statutory framework, applicable case law, and the chamber's own drafting conventions. When a legislator uses it to prepare for a committee hearing, it draws on the full case record for that bill: testimony, fiscal notes, comparable legislation from other states, and any research the office has already compiled.
